岛田刚(Go Shimada),日本明治大学教授
岛田教授目前担任日本明治大学信息交流学部的教授及系主任。他同时担任日本学术杂志《国际发展研究》的主编,以及日本国际发展学会(JASID)和经济政策伙伴关系(PEP)的理事。在此之前,岛田教授曾作为访问学者在美国哥伦比亚大学进行学术交流,也曾作为顾问参与世界银行和亚洲开发银行(ADB)的发展项目。在加入明治大学前,他曾于日本静冈大学国际关系学部任教,并在日本国际协力机构(JICA)拥有二十余年的工作经验。在JICA期间,岛田教授历任多个职务,包括JICA研究所的高级研究员、JICA总裁办公室的总裁特别助理,以及日本常驻联合国代表团的第一秘书。
小林誉明(Takaaki Kobayashi),日本横滨国立大学副教授。
小林博士目前担任日本横滨国立大学国际社会科学府副教授。他曾在JICA研究所(2009-2013年)担任研究员,并在日本国际协力银行研究所(JBIC Institute,2005-2008年)担任经济学家。他在日本国内外多个大学及研究机构拥有多年的任教及研究经历,包括越南河内国家大学日越大学(VJU)、亚洲经济研究所(IDEAS)、国际基督教大学(ICU)、上智大学、和光大学等。除了学术工作外,他还积极参与国际社会的活动,如在2019年乌克兰总统选举中担任欧洲安全与合作组织(OSCE)的国际选举观察员。在日本参议院特别研究办公室担任访问研究员,致力于研究政府发展援助等领域。

Introduction to the Speaker:
Dr. Go Shimada is a Professor and Department Chair at Meiji University. He is the Editor-in-Chief of the Journal of International Development Studies and a Board Member of both the Japan Society of International Development (JASID) and the Partnership for Economic Policy (PEP). Before assuming these roles, Shimada was a Visiting Scholar at Columbia University and worked as a Consultant for the World Bank and the Asian Development Bank (ADB). He has also served as an Associate Professor at the University of Shizuoka. Shimada spent over two decades at the Japan International Cooperation Agency (JICA), holding various positions, including Senior Research Fellow at the JICA Research Institute, Special Assistant to the President in the Office of the President, and First Secretary at the Permanent Mission of Japan to the United Nations in New York. He holds a Ph.D. from Waseda University and an MA with distinction in economics from the University of Manchester.
Dr. Takaaki Kobayashi is an Associate Professor specializing in International Development Cooperation at Yokohama National University. He has held this position since 2013, after gaining valuable experience as a researcher at the JICA Research Institute (2009-2013), economist at the JBIC Institute (2005-2008), and research associate at the Department of Law, Sophia University (2004-2005). Dr. Kobayashi earned his Ph.D. in Law from Sophia University, Tokyo, in 2004, where he also completed his M.A. (2000) and B.A. (1996) in Law. Dr. Kobayashi has taught at several institutions, including Vietnam Japan University, IDEAS (Institute of Developing Economies Advanced School), ICU (International Christian University), Sopiha University, and Wako University. In addition to his academic work, he has contributed to social activities such as serving as an international election observer for the OSCE during the 2019 Ukrainian Presidential Election and as a visiting researcher at the Japanese House of Councillors' Special Research Office, focusing on official development assistance.
Professor. Hiroaki Shiga has many years of experience working at the Japan Bank for International Cooperation, the Japan International Cooperation Agency, and the International Finance Bureau of the Ministry of Finance, where he has been involved in Japan's Official Development Assistance (ODA) , as well as the World Bank and other donor countries' assistance to developing countries. Drawing on this experience, he has researched aid policy and the nature of Japan's ODA. He has co-authored books in both English and Japanese, contributed articles to World Development magazine, the IDS Bulletin of the Institute of Development Studies at the University of Sussex, the East Asia Forum at the Australian National University, International Politics, and International Development Studies, and has given lectures at the Center for Strategic Studies (CSIS) and elsewhere. He is currently a professor at the Graduate School of International Social Sciences at Yokohama National University.
