讲座内容:本讲座将探讨全球南方国家及新兴发展行动者如何超越传统的“北方援助”模式,推动合作范式的转型。讲座将重点分析这些新型合作路径的动力来源与多样性,并从伙伴关系、制度安排与合作机制等角度,阐释其在国际气候、贸易与可持续发展议题中日益增长的影响力。通过来自非洲、亚洲与拉丁美洲的实证案例与政策创新经验,讲座将深入解析这些行动者如何提出韧性建设、产业政策与区域一体化的替代性框架,从而重新定义发展合作的逻辑与目标。
主讲人简介:哈尼·贝萨达博士现任加拿大全球事务部高级顾问,同时担任南非威特斯大学治理学院访问教授、伦敦政治经济学院非洲菲罗兹·拉尔吉研究所高级研究员、联合国大学非洲自然资源研究所高级研究员、经济转型中心高级研究员及 MAFCO Capital 非执行董事。此前,贝萨达博士曾任联合国开发计划署高级研究与项目顾问及高级研究协调员、钻石发展倡议(DDI)副执行主任、哥伦比亚大学可持续发展中心高级研究员、渥太华大学治理中心高级研究员、卡尔顿大学非洲研究所研究教授等职务。贝萨达博士发表了80余篇学术论文与70余篇评论文章,并担任或合著17部著作。他同时在多个国际学术及政策机构中担任理事、顾问或专家组成员。此外,他还为多个国际与国家机构提供咨询服务。贝萨达博士获英国华威大学政治与国际研究博士学位。

Overview: This lecture will explore how Global South countries and new development actors are transforming cooperation beyond traditional Northern aid models. It will highlight both the drivers and the diversity of these approaches, including perspectives on the partnerships, institutions, and mechanisms underpinning their growing influence in climate, trade, and sustainable development discussions in international forums. Drawing on empirical experiences and policy innovations from across Africa, Asia, and Latin America, the lecture will unpack the ways in which these actors are advancing alternative frameworks for resilience, industrial policy, and regional integration.
Introduction to the Speaker: Dr. Hany Besada is Senior Advisor at Global Affairs Canada. He is also a visiting Professor with the Wits School of Governance, a Senior Fellow, Firoz Lalji Institute for Africa, London School of Economics and Political Science, Senior Research Fellow, United Nations University-Institute for Natural Resources in Africa; Senior Fellow with the Centre for Economic Transformation and Non-Executive Director, MAFCO Capital. Prior to that he was the Senior Research and Programme Advisor & Senior Research Coordinator at the United Nations Development Programme. Previously, he held position of Deputy Executive Director at the Diamond Development Initiative (DDI); Senior Fellow, Columbia University's Columbia Centre on Sustainable Development; Senior Fellow with the Centre on Governance at the University of Ottawa, Research Professor, Institute of African Studies, Carleton University...
Dr. Besada is the author of more than 80 peer-reviewed scholarly papers, over 70 opinion pieces and editor/author of 17 books. He sits on a number of boards, panels and expert groups. He has also consulted for serveral international organizations. He holds a Ph.D. in Politics and International Studies from the University of Warwick in the UK.
