讲座内容:人工智能(AI)正在快速地重塑全球发展格局。它既加剧了操纵风险、监控隐患和结构性不平等,同时也为改善医疗体系、提升教育可及性、增强农业生产力及气候适应能力创造了新机遇,为减贫和构建更公平的繁荣路径提供了创新工具。本次讲座将深入探讨人工智能所具备的双重作用,系统分析其大规模应用所带来的发展潜力与现实挑战。重点阐述在建立负责任治理框架的基础上,生成式人工智能如何助力包容性增长,并为全球南方创造更多发展机遇。通过教育、医疗、农业和气候韧性等领域的实际案例,讲座总结实践经验,探讨如何在推广创新的同时兼顾权利保障与伦理原则。
主讲人简介:丹·巴尼克,现任奥斯陆大学发展与环境中心可持续发展目标(SDG)倡议主任、政治学教授,并兼任奥斯陆大学医学院客座教授。同时,他还是欧洲大学联盟的学术主任,以及比勒陀利亚大学的特聘教授。他的主要著作包括《政治转型、贫困与马拉维的包容性发展:民主红利》、《贫困与难以捉摸的发展》以及《饥荒与印度的民主》。巴尼克教授曾于2010年至2017年担任斯坦福大学访问教授兼咨询学者,并于2012年至2017年在中国农业大学担任访问教授。他同时主持全球160个国家听众参与的播客节目《追寻发展的道路》。

Overview: Artificial intelligence (AI) is rapidly reshaping the landscape of global development. It heightens risks of manipulation, surveillance, and deepening structural inequalities. But it also expands opportunities to improve health systems, education access, agricultural productivity, and climate adaptation, offering new tools to reduce poverty and create more equitable pathways to prosperity. This lecture will unpack these dual dynamics, probing both the development potential and challenges posed by large-scale AI deployment. It will highlight how generative AI, when responsibly governed, can accelerate inclusive growth and expand opportunities across the Global South. Through case studies in education, healthcare, agriculture, and climate resilience, the lecture will examine what works in practice, drawing lessons on scaling innovation without sacrificing rights and integrity.
Introduction to the Speaker: Dan Banik is professor of political science, director of the Oslo SDG Initiative at the Centre for Development and the Environment, and affiliate professor at Faculty of Medicine, University of Oslo. He is also Academic Director at Circle U. European University Alliance and Extraordinary Professor at the University of Pretoria. His books include Political Transition, Poverty, and Inclusive Development in Malawi: The Democratic Dividend; Poverty and Elusive Development; and Starvation and India’ s Democracy. Prof. Banik was a Visiting Professor and Consulting Scholar at Stanford University (2010-2017) and a Visiting Professor at China Agricultural University (2012-2017). He is the host of the In Pursuit of Development podcast with listeners in 160 countries.
