讲座内容:本次讲座意在探讨在一个充满挑战、地缘政治竞争日趋激烈的时代中,民主、发展与全球治理之间关系演变。基于最新的实证数据和比较案例研究,本场讲座将系统分析治理能力、多边机制以及南南合作如何影响包容性发展前景,以及在和平、全球卫生和气候稳定等关键领域实现有效集体行动的可能。通过对“多边主义危机”及新兴制度安排的相关辩论进行批判性审视,讲座将揭示全球治理转型过程中面临的结构性制约与涌现的新机遇。同时,还将深入探讨权力格局变动对国际组织合法性、问责机制与运行效能的现实影响。本场讲座将特别聚焦于全球南方行动体在挑战并重塑现有治理体系中所展现的规范性与实质性作用,并引入全球北方——尤其是挪威的实践案例,分析其在推动治理改革辩论中的角色与经验。最后,主讲人将论证全球治理体系的重构,亟须建立更具包容性、负责任且富有韧性的国际合作模式,以此在坚守民主规范的同时,切实推动可持续发展目标的实现。
主讲人简介:丹·巴尼克,现任奥斯陆大学发展与环境中心可持续发展目标(SDG)倡议主任、政治学教授,并兼任奥斯陆大学医学院客座教授。同时,他还是欧洲大学联盟的学术主任,以及比勒陀利亚大学的特聘教授。他的主要著作包括《政治转型、贫困与马拉维的包容性发展:民主红利》、《贫困与难以捉摸的发展》以及《饥荒与印度的民主》。巴尼克教授曾于2010年至2017年担任斯坦福大学访问教授兼咨询学者,并于2012年至2017年在中国农业大学担任访问教授。他同时主持全球160个国家听众参与的播客节目《追寻发展的道路》。

Title: Global Governance in Transition: Democracy, Development, and the Challenges of Multilateralism

Overview: This lecture interrogates the evolving nexus between democracy, development, and global governance in an era characterized by overlapping crises and intensified geopolitical competition. Drawing on recent empirical evidence and comparative case studies, it examines how governance capacity, multilateral institutions, and South-South Cooperation (SSC) condition the prospects for inclusive development and effective collective action in domains such as peace, global health, and climate stability. By critically engaging with debates on the perceived crisis of multilateralism alongside the resurgence of alternative institutional arrangements, the lecture delineates both the structural constraints and emergent opportunities for global governance in transition. It further considers the implications of shifting power asymmetries for the legitimacy, accountability, and efficacy of international organizations. Emphasis is placed on the normative and material agency of actors from the Global South in contesting and reshaping prevailing governance architectures, while also reflecting on perspectives from the Global North, including the case of Norway, in navigating reform debates. I will argue that the reconfiguration of global governance requires more inclusive, accountable, and resilient modalities of cooperation capable of simultaneously safeguarding democratic norms and advancing sustainable development outcomes.
Introduction to the Speaker: Dan Banik is professor of political science, director of the Oslo SDG Initiative at the Centre for Development and the Environment, and affiliate professor at Faculty of Medicine, University of Oslo. He is also Academic Director at Circle U. European University Alliance and Extraordinary Professor at the University of Pretoria. His books include Political Transition, Poverty, and Inclusive Development in Malawi: The Democratic Dividend; Poverty and Elusive Development; and Starvation and India’ s Democracy. Prof. Banik was a Visiting Professor and Consulting Scholar at Stanford University (2010-2017) and a Visiting Professor at China Agricultural University (2012-2017). He is the host of the In Pursuit of Development podcast with listeners in 160 countries.
