Prof. ZUO Ting is a professor of rural development and management studies and social security studies in College of Humanities and Development Studies, China Agricutural University. He is a member of Consulting Committee of State Council Leading Group of Poverty Reduction, Standing Member of China Association of Social Security Studies, Vice Chairman of Social Assistance Association of China Association of Social Security Studies and member of International Association of Studies for Commons （IASC）. He is also the deputy director of China Policy Research Center for Green Development and Eco-Compensation, China Agricultural University and NDRC. He was deputy dean of College of Humanities and Development Studies, China Agricutural University (2002-2014) and deputy director of the Institute of Rural Economics, Yunnan Academy of Social Sciences (1992-2000).
Prof. Zuo Ting has education background in environmental economics and natural resource management, conservation biology, and mathematics. He has been working in agriculture & rural development, poverty reduction, community-based natural resource management and rural public policies since 1989. He is also actively engaged in international development projects in China as consultant for multilateral and bilateral development agencies. He has extensive professional international experiences in Thailand, Lao PDR, Indonesia, Mexico, Ecuador, Columbia, South Africa, USA, Netherland, Czech Republic, Bangladesh, etc.His teaching subjects/areas include Public Policy And Analysis, Governance and Public Management on Rural Development, Social Security and Poverty Reduction in China, etc. He was senior visiting fellow of Ghent University, Belgium on sustainable agriculture and rural development (2017), University of Groningen, Netherland on comparative social policies related to family farm and humanitarianism aid (2015) , the University of Illinois, USA on rural livelihoods vulnerability studies(2013).He has published more than two hundred acdemic papers and more than twenty books in the area of public policy and governance, poverty reduction and rural development, social security, agriculture extention.

长期以来，从事农村发展、精准扶贫和农村社会保障领域的公共管理和公共政策研究。近５年在《中国行政管理》、《公共行政评论》、《中国农村经济》等期刊发表CSSCI期刊论文48篇（第一作者或通讯作者），多篇被文摘类期刊全文转载（包括新华文摘），一篇论文被引500余次。在精准扶贫领域担任国家社科基金重大课题“脱真贫、真脱贫的跟踪评估研究”首席科学家，并主持近10项民政部、国务院扶贫办和团中央政策精准扶贫研究项目。在农村发展和乡村振兴领域共出版3本专著，有3项政策研究成果获国务院副总理批示；出版专著1部，有1项研究课题获总理批示和其他研究项目，关于公益性岗位扶贫的政策建议纳入无党派人士在国务院政府工作报告座谈会上发言；在社会保障减贫领域出版专著1部，有2项成果分获国务院总理、全国政协主席批示，关于保障性扶贫的政策建议纳入全国政协常委会会议材料。
